Who is responsible for generating new Meter Point Reference Number: MPRN?
I own a flat and few years ago converted the loft into a new separate flat. I was using the same gas and electricity service for both flats up until now. I am moving out soon and wanted to have separate gas and electricity connections so that each tenant on first and top floor flats pay for their own gas and electric consumption.
I got the boiler installed, I have a gas meter with an MPRN and has a live pipe for the second gas meter to be installed. Utility Warehouse (UW). company provides my gas and they asked me to get the MPRN from Cadent Gas company. Cadent sent an engineer to confirm it was a live pipe and said it is the UW's job to generate the MPRN from National Grid web site by using the live report reference number. After 10 long calls and two official complaints they still don't want to talk to each other and argue the it is the other parties' responsibility to create the MPRN.
I tried British Gas and they asked me to get a new address registered with Royal Mail. But I have to apply for the local council and that would take few months to get this through.
Cadent could consider creating the MPRN if they come and connect the pipework. But that require a surveyor and considerable cost for something that is already there and live. It has been there since I bought the building in 2000.
Can someone suggest what I should do or who is really responsible to create the MPRN and how I can make them generate the number? Many thanks.

Your new supplier should sort everything out for you.
You haven't got that new supplier yet. Choose carefully one that will be willing to handle the whole supply including connection for you.
Each address usually only has one meter (per fuel).
You need another address if you plan to sell/let the properties (unless you plan to sell/let the property as one unit, in which case you don't need a seperate supply)
Other things will also need a seperate address, such as council tax, tvl, etc
Did you ever get planning permission for the conversion. Was it included that it was to be a seperate dwelling?
If not, but you plan to let the units as an HMO (for which you may also need permission) then you could consider installing your own meters for each property ... meaning you will still be responsible for paying the supplier.
Any mortgage or other loan secured on the property???

Don't understand the post as the new supply pipe pre the existing meter should have been installed by Cadent, who at that time would have issued an MPRN.
However it's not that expensive to get them involved now - The cost of my recent new connection - Excavating Pavement/Moleing front Garden/Fitting Meter box was £430.00 - This included the surveyor, and the work crews you don't need0 -
The MPRN is issued by the network and provided to you by the supply installer. Failing that, the network will have it.
The supplier might help you but all they will have responsibility over is the meter itself. The MPRN (Meter Point Reference Number) refers to the location i.e. the point on the network0
