Can you tell which apps can be moved to SD card?

My phone has 5GB of internal storage and an SD card slot. I have moved all the apps I can move over to the SD card and everything works fine.
Some apps obviously won't move (the basics the phone comes with, which is understandable), but others I have downloaded free or purchased won't move either. After each update, some of these do then offer the option to move to SD, but others still don't.
Is there something in app coding that determines this (and do updates sometimes add this feature later?)?
Can I tell before purchasing whether an app will be able to be moved? Most of my apps are free or low-cost but would be annoying to pay for one that I then have to delete because it won't move and is taking up room on the internal storage.

Yes, the programmer would determine if this feature is available by editing the manifest file.
They just need to add the line --- android:installLocation="auto"0 -
If you fancy rooting the device, you can use Apps2SD to move any user app to the SD card.
