Skim Plaster -redecorating Walls paint

I am looking to do paint on the walls, but looking into the condition of the walls and after scrapping the old paint i have left with patches of old paints and some naked plaster surface.
if i do plaster now it will leave with marks clearly visible so i think i might need Skim Plaster to put on all of the walls and then do the paint on it.

It would be great if any one can give me any advise on buying the right Skim plater as i will be doing 3 rooms ( the one i found is below but not sure if it is the right one for my Job).

Any other advise on doing the Skim Plaster will be really helpful to me.

    I would use lining paper. A DIY skim could end up looking a lot worse.

  • I reason i am against the lining paper is that it doest let wall breath and i think it left with moisture trapped in the wall.. that my understanding .

    also if i use fill and skim on all of the wall, will that not look even surface to do paint coat on it?

    Logically I would have thought lining paper is fairly permeable, so long as you use a breathable paint on top of it.

    It's paper. Air passes through it.
