UK will, bank acct in Dubai. sharia law

My mother passed away in Dec 2005, leaving a UK will that included a bank account in Dubai, where she had previously lived, but fell ill before she could close it.
The UK solicitors were unsuccessful in having the funds released and passed the matter to me when the estate ran dry (after taking their fees).
I was too upset to deal with it all but am now determined to draw the matter to a close as I am not fond of the idea of the bank absorbing my mother's estate.
The main issue was that it would have cost as much money in legal fees to have the will attested at the Dubai Embassy in London, then instructing a solicitor in Dubai to approach the local courts with these documents. The courts would not be bound by the terms of the will and could choose instead to pass the funds to my estranged father.
I now wouldn't even mind this happening, rather than the bank having it.
Does anyone know of a way to approach this in an economical fashion? UK solicitor with a Dubai branch to limit costs?
