Parking Charge Notice - very confused

Hi,
Looking for some advice. I have received a "Parking Charge Notice to Registered Keeper From Direct Solutions for Parking Ltd (The Creditor)" the address however is from PCN Parking Solutions, PO Box 5419, Hove BN52 9AN.
First off is this a registered BPA or IPC company, I seem to be going round in circles looking for it.
I contacted them through their website https://www.paymypcn.net to ask for more information as they are asking me to pay £100 within 28 days or reduced to £60 if paid within 14 days. The driver was at this car park at the time stated on arrival but was unaware there was a parking fee as thought after 6pm it was free and also only parked up to change over drivers and didn't really stop. The driver had a shoulder operation and hasn't been able to drive much, their arm goes into spasm frequently. On this occasion The driver entered the car park at 20.24, They then swapped drivers and drove out. Would this be grounds for appeal as I feel even the £60 charge is unreasonable?
Also the name and address on the letter isn't correct, they are a mismatch of the two combined

I can't work out if they're even registered as I can't find either of their names. If I knew which 1 if any I'd send the relevant email to them to "appeal"All my savings are going on the family holiday!

URGENT - edit your original post to avoid giving any clues to who was driving.
Use phrases like "the driver only stopped...".
The PPCs monitor forums waiting for people to trip themselves up.

Small fry operator. Just send the initial appeal from the NEWBIES FAQ sticky, post #1 for an IPC operator, which will be rejected, then ignore anything else from them or their debt collectors unless you receive vanishingly unlikely LBC/LBA/LBCCC or real court papers. If you get any of these come back to forum. You'll be their very first court outing!
