Received PCN From CEL - Should I Pay?

I've just received a PCN from Civil Enforcement Ltd. It relates to a visit to a council owned leisure centre that I am a member of, where I overstayed the 3 hour limit by just over half an hour.


Is the current advice still not to pay these?


Also, I notice that on the PCN it says that it is the driver's responsibility to pay it. No one is named on the PCN, it is just addressed to an old company name that I no longer run. If I don't provide the driver's name, can CEL still pursue the charge? I notice that another poster seemed to use this to get their PCN quashed - see link below.

Also I read on another thread that 'the CEL NTK is not POFA compliant'. Is that relevant in my case?

    I did a lot of research on here and other PCN sites. Being quite a lazy person, I was worried that all of the appeals processes looked like the potential for hard work.


    I decided that leaning on the manageress at the sports centre may be less effort and produce better results. I sent her an email playing on the fact that the PCN was unfair in that a charge of £100 for an overstay of 30 mins was excessive. I also mentioned that I had been using the centre since 1989, visit on average 3 times per week, and have never had a problem in all those years.


    That was a week ago. Today I received a second email from her confirming that she had arranged for the PCN to be cancelled.


    I hope this info may be of use to others. This is the second time I have had a PCN. Approx 2 years ago, I had one from a Co op car park for not parking in a properly lined/marked space. Talking to the store manager on this occasion got me nowhere, so a very strongly worded email to the CEO of Co op got the desired result instead.

    Now you need to update the DVLA with new keeper information to avoid a possible £1000 fine.

    It will not be so easy to get out of that situation. :eek:
