Council Tax Banding

Just after some thoughts.
Recently purchased house for 85k. Two beds, original layout - no extensions or conversions added. All but half a dozen houses are band B (extensions, conservators, lofts etc). Got a letter from VOA say they are aware previous residents have had work done (nothing has been done). They came down and said when these houses were built in 1987 they had a choice of garage, central heating or double glazing. The original owners had central heating installed and it when to band B. They appealed and it went to band A. Now we've bought it (3rd owners) they came to have a look. It's the original layout but they said because of double glazing it may well go in to band B. They took measurements but said they no information on the house. I get what they say but surprised at something simple like double glazing may bump it up to band B. Also the MSE Calculator gives it a value of 31k in 1991. Very confusing.
