MSE Cheap Energy Club - Still No Cashback After 11+ Months

I have not received cashback for an energy switch made through MSE Cheap Energy club for 11 months now, and my attempts to contact MSE via their webform are being ignored.
In October 2016 I switched both electricticity and gas, and received cashback for one of the utilities within several months, however the other is still showing as 'in progress' despite it now being 11 months since the switch. I am still due the cashback.
I first contacted Bulb and MSE back in around February. Bulb told me the switch had been completed and updated, so the problem was at MSE's end. MSE gave me a stock response along the lines of "sometimes it takes a while for the cashback providers to notify us. Just Wait".
I chased MSE again around 2 weeks ago via their web contact form for this specific issue, and they have not replied at all this time.
How can I get this resolved? Not only do I not have the cashback, but I am unable to start a new swtich as the current one still shows in progress.
I gather that the scheme is administered via MoneySupermarket, but I expect that MSE should be taking some responsibility for sorting this since the scheme is hosted through their site.
