Selling cheap on eBay is it worth buying? Do not understand the bit it says it comes with broken motherboard.

The license they are selling will be an OEM one that is supplied with a computer bundle.
In essence, the license is "tied" to the motherboard.
It just keeps what they are doing legal.
Should be no problem using telephone activation (apart from the system seemingly reading out number 7's in another language !!! - !!!!!! microsoft !!)0 -
To meet the OEM requirements that the software is only to be sold with hardware. not as stand alone retail software.
Like when you buy a PC with Office preinstalled,it is OEM.0 -
