Is an O license required for private use? For example someone hiring the vehicle from a hire company to do their own removal (assuming their have the correct endorsement on their driving licence) or a heavy horsebox again for private use?
NO. For private use, moving home etc.
Horsebox. Depends. Just taking dobby from the stables to a field or moving stables. No.
Horseshow with prizes etc then most likely yes.
A few have been caught on this. Same with taking a car to a race where prizes are given.
According to the FTA, you need an operator's licence to operate vehicles above 3.5 tonnes gross vehicle weight (gvw) that are used to carry goods on public roads for trade or business purposes, even if it's just for day.
The only exemption I've heard of is if you are driving on public roads for less than 6 miles a week whilst moving between private property i.e. not for work.
I know that some vehicle hire companies like Enterprise Flex-E-Rent wont do business with those without an licence. I'd be surprised if any vehicle hire companies would take the risk...
