Can you put on a caveat more than once?

Simple question really. A caveat has been put in place then the warning letter was sent and the caveator didn't not respond but another caveat was put in place. Can the same person just keep putting on caveats without making any appearances?

May be I'm wrong, but don't they have to put in an appearance before issuing another caveat? It would appear to be harassment otherwise.
  • The original caveat can be extended after 6 months. Not too sure about a second one, but I suppose it could be done if a second reason for a challenge was found.
