Flight Taxes

I had to cancel our holiday as my father in-law died just before we were due to fly out,my insurance company informed me i could claim back our flight taxes from the holiday company as if a flight is cancelled they do not pay the goverment the tax,i would have thought that they should pay this back when i cancelled but it seems to be a well kept secret as if you dont write and claim it back they just keep it....any thoughts on this.
