VAT request from online seller

Hi all,
Hope I'm in the right place. Got an interesting email earlier. Over a year ago I paid for a software download from a US based developer. This morning I got an email through claiming that 'our system did not collect VAT at the time' and now I am liable for the VAT. It's only a tiny amount (less than 3 dollars) but I'm wondering where I stand on the issue as it sounds to me like they messed up and are now trying to put the onus on the buyers.
No issue if I have to pay it but I feel like they are being a bit cheeky asking for it nearly 18 months later!

Why would a US company (presumably US based?) be collecting VAT which is a UK/EU tax?
