No, I'm 100% certain they do. My Sony has a personal Xperia answering machine. It can be used to take place of the carrier voicemail.

It may well do. However that can only work if the phone has a signal. If you are in a black spot callers won't be able to leave a message.

you can turn voicemail on and off by texting to VM ON and VM OFF to 150 when needed. You can find more help with voicemail on this link:
