Fees for using the overdraft

We currently pay for a lloyds silver account and part of that included an overdraft. However, if we ever use the over itself, we get charged. I thought the charge was only supposed to happen if you went over your overdraft limit, not for using something that was agreed and paid for with the monthly account fee. Has anyone else had this issue?

Only overdrafts up to £50 are fee-free on Lloyds' Silver Account.
