Are dogs allowed in the passenger cabin these days?

This wasn't asistance dog it was a smallish dog though, pug faced.
Only saw it and owner in departure lounge of Madrid airport but it must've been going to get on a plane.

Yes, Dogs and cats are allowed on planes. They can sit at their owners feet.

Small dogs are allowed in the cabin. Bigger dogs have to go in a special crate in a special part of the hold.

Apparently, particularly in the US, some people are claiming they have 'service' dogs. This allows them to take them into the cabin and avoid paying a fee for the dog and lets the dog travel without being in a cage

I can think of at least two things that could be worse.

Groups of drunks going off for a hen/stag party or football match,
&
obnoxious and loud 7/8/9 year olds running up and down the aisles screaming and shouting and knocking into everyone in an aisle seat.
