take a look at the Linx 1010.
I've used a linx 8 for a couple of years and it's fine for my needs, no issues, so on that basis the latest model should be even better.

I've got one of those. Complete with a case and keyboard it cost £120 (IIRC). The local primary school has one for every pupil.

Two full size USB ports, a mini HDMI port and a micro SD slot.

Overall it is an excellent little machine. The speakers are rubbish though and the clip on keyboard makes it a bit heavy.

I've just left Microsoft Win 10 in disgust. Now on Chromebook. u say u must have Windows.
ok, but be aware Chromebook can Edit/Save/convert to/from Office apps ie Excel/Word/PPt . Also Chromebook costs me <1/100 of Windows 10, Win10 Updates and other data capacity used regularly 500-700 Megabytes weekly , Chromebook's overhead around ONE MEGABYTE per MONTH. CANNOT get a virus !!! Works flawlessly. I'm a qualified Electronics Technician and I give Google's Chromebook 9.5 out of 10, and Win10 >MINUS 10

But can the chromebook run windows based OBD software, and will it have said drivers for the devices? Currently having a love hate relationship with windows 10 on my PC but its a must with the Ryzen setup.

Having installed classic shell and 7 tweaker i have it looking just like windows 7 and removed a lot of the junk also.

    I opted for the Chuwi Hi10 4GB RAM 64GB storage. 1920x1200 screen.

What swayed me to this one was i got fed up of looking at virtually identical tablets and the 2 full sized USB ports.

Amazon Prime delivery arrived today.. Already setup windows and a load of updates. Installed classic shell already.

Seems to be all fine. Connects to the network fine and no issues with the printer. Booted to android and its v5.1. Not the latest but it works and free of bloatware, totally free of it..

Only downside so far is Google Chrome on windows 10. Seems its not very good on a tablet. Runs in a window not fullscreen even though set to full screen. The minimise and maximise buttons dont work on the top bar, you cannot move the window either.
The fix was run it in win 7 compatibility mode.

Otherwise it seems fine. Very bright screen. Its been on for most of the day also. A good 6 hours+ of live use.
