BT's £4.50 charge

Hi everyone,
BT are charging me £4.50 for paying their bills through my bank ie without a direct debit. Are they allowed to do this as I read somewhere that the OFT has disallowed this practice. Has anyone else had this charge added to their bill and have you paid it? Please advise as I do not not feel this is acceptable.
