Bit confusing this you say it was a debt collector, and you had a notice to "appear" at court. If it was a council PCN it would have been non criminal. If it was a rare police ticket it would have been a magistrates matter.
Was the Northampton court the "Traffic Enforcement centre" ?
What council was it?0 -
Since the ticket isn't going to be issued until 8th Dec 2017, I'd jump back in the DeLorean and change the future.0

The Deep every unsuccessful telephone call was followed up in writing requesting an update on the matter.0

Esmerobbo to be honest, it's extremely confusing and my lack of understanding just added to the confusion I think.
the car park was both short and long stay but no differently assigned, painted bays. The car park is in Castlepoint District Council but the ticket was issued by Chelmsford City Council. The ticket was for failing to display a valid ticket but short stay was free on a Sat/Sun. I received no reason for rejecting my appeal (but requested one in writing). Received nothing from Council. I received a date to attend Northampton Traffic Enforcement Court. I completed paperwork and typed a witness statement with photos showing no change of bay colour, both signs etc. No outcome received so I wrote to both Council & Northampton, received a visit from Newelyn who said a warrant had been issued. He had no warrant or amount to chase. Upon calling Newelyn they were acting on behalf of the council, not the court/ traffic enforcement. They are debt collectors, not a bailiff.
Grateful for the pointers re where to gain advice, that's all I was hoping for but also to see if anyone else had similar experiences as, I'm taking this further regarding the council making money through such confusing parking schemes and secondly, the behaviours of Newelyn themselves.0 -
Really sorry to read of this incident. Shocking.
But may I ask one genuine question? Why did you not ring the police at the time as an unidentified person without a court order was threatening you and being abusive?0 -

Newlyn and others use underhand tactics to ramp up their charges no doubt they will claim they sent you a "Notice of Enforcement"which makes them £75 but if they visit they can add £235 "enforcement fee". That is why the advice above is the best contact them they can help.
As far as your other worry is this is not a notifiable offence it is not a criminal issue it is a sort of civil debt, however it does not have any judgement registered against you, so apart from the pain of the money it will not harm you in any other way.0 -

Councils have a compliance team to which you can officially
complain. More often than not, you will be invited into
the council offices where an officer will be nice and discuss
your complaint and at the same time write everything down
and you sign the complaints form
The council then have an obligation to investigate and report
back to you within 28 days. You can reject their findings
and it's then escalated to stage 20
