Help communicating with SLC as being ignored

I moved abroad and set up a business the SLC require either a tax return from the new country or 3 months banks statement which I could not provide as I had just moved country. I spoke to the SLC and explained the situation unfortunately there was miscommunication and the debt collectors were involved.
I paid the debt collectors £2500 with a view that my account would then be returned to the SLC. However the debt collectors claimed my payment was late and therefore would incur a further £500 penalty. This gets confusing as I was later told this was not a penalty but part of my next month's student loan repayment. In the US there are laws which stipulate banks have to send timestamps when the money was received and settled in the recipients account.
The debt collectors claim my payment was 2 days late, however Chase, Transferwise and the recipient bank's sent me time stamps for the money which prove otherwise. I was also told my account would remain with them until my full loan was repayed and that they are part of the SLC but according to their website they are a separate company.
I spoke to the debt collectors who insisted I pay the £500, I tried calling the SLC. However they cannot view or deal with my file unless the debt collectors sign it back over. I was asked to email the same timestamps. I have done this on multiple occasions but get to the same spot, they ask for proof which I send then they never respond. This has been going on for over a year. Every time I call I get told to send the evidence again, then no response.
I spoke to the debt collectors who said they will always be dealing with me on behalf of the SLC. I didn't think they could do this and they insist they have not bought my debt.
The other issue I have is based on the numbers provided by the SLC I believe I have overpaid y nearly £2000. I asked for a breakdown of my payment history but was told this could not be provided. Is that legal can they refuse to provide my payment history?

You posted very similar last week. I don't know why you requested that thread be deleted, but the advice remains the same.
By deleting the thread, others can't gain from any advice posted there, if they find themselves in a similar situation.
To reiterate, if your issue is mainly with debt collectors, I suggest you post on the debt free wannabe board.

Correct I did however some of the details I posted were inaccurate and I was trying to be as accurate as possible and not misleading after I made an error. The advice will not be missed such as "this could be solved with a phone call," clearly that is not the case or I wouldn't be here.
I tried to be clearer with this post. I have been calling the SLC since the beginning of last year nothing has changed. I'm not sure who the problem is with, the SLC blames the debt collectors the debt collectors blame the SLC. Each of them says contact the other I will copy and paste this post into the debt collectors section of this site. I cannot make any payments to the SLC either which I don;t understand.
I tried finding a lawyer in the UK to take this up for me as time is a major factor for. I'm even prepared to lose the £2k I overpaid. I just want it resolved. One problem that has come up is I cannot make any payments until this is resolved.
Is there a way to get your payments from the SLC that have been made?0 -
Your debt is with debt collectors you need to communicate with them. If you don't make payments on money owed you'll find yourself in further trouble.
The only time they repay money is when you have finished paying your loan and you've overpayed. Any payments above what's required are not refunded if you have an outstanding debt.0
