Rainwater leak help

Sorry if this is in the wrong place but I'm hoping someone can help.
We have a leak that looks like it is coming from the corner of the dining room and spreading along the party wall - we are assuming it is rain as it only ever happens when it rains. It has spread all the way across the concrete dining room floor and has even touched on the hallway as when we have pulled the floorboards up all the soil is damp/wet underneath. Dining room backs on to our kitchen so it is where the dining room wall meets the kitchen wall so to speak - I'm not very good at this so please bear with me. We know it is definitely rising damp and not coming from above.
We have had multiple builders, 2 plumbers, 1 roofer and also united utilities out to look at the leak but literally people walk in have a quick look and say sorry they can't help. We are at our wits end as nobody seems to know what it is or want to help....I'm just wondering if someone on here would have any clues or could speak to me further about it.

Can you show us pictures, please? Inside and outside of your house in the affected areas.
You say party wall - are you attached on one side or both and are your neighbours affected?
Are you saying it appears to be coming up from the floor?
I wouldn't call it rising damp if it's happening with rain. You've got water ingress.
If no one that has been in can help then I think you may need to speak to your insurers.
My gut at the moment says to dig, but photos will help as I may not have understood what you're saying.
You need to upload photos to a hosting website. If you are new then you will not be able to post a live link. In that case, break the address link so it isn't recognised by the spam filter and we'll fix it.Everything that is supposed to be in heaven is already here on earth.

Thank you for your reply - I will take pics and upload them later today after work. I understand it is hard to imagine what someone is trying to explain especially when I sound like I haven't got a clue lol.
We are attached on both sides but just seems to come from one way and yes it certainly looks like it is coming up from the floor. It seems to happen only when it rains so that's why we have narrowed it down but when it does happen it seems to spread from the wall right across the dining room floor and it dries up within a day. We have asked neighbours along the street if they have a similar problem and it just seems to be us.
