CSA misleading letter

My apologies if this has been posted in the wrong place.

I received this letter yesterday which I've added the link to for the image.

It's from the CSA and the case was closed 7 years ago. There were never any arrears. There's been no letter as suggested in this one regarding why the arrears have been written off and removed from the system.

The balance is zero and that's fine. £140.56 is a made up figure as far as I'm concerned because as I say there were never any arrears. The problem I have with this letter is that after having spoken to them on the phone today, I've been told, this is a standard letter because the CSA will no longer exist and due to the change everybody will receive this standard letter to let them know.

Hmmm, it says quite clearly at the top that I've received the letter to start with because I've been named in a new application for child maintenance to the Child Maintenance Service. That sounds to me like a new claim has been put forward (that's what it says) and my child is now way past anybody being eligible for maintenance so if this is to say they're closing down and this is an automated standard letter why not say 'we're closing down?'

I understand that the Child Maintenance Service is picking up where the CSA left off but I really can't get my head around the wording of this letter!

Why word it in such a misleading way to make someone assume a new application has been made? I do not believe them, I know what their like and I'm eager to know if anyone has had similar letters worded like this?
