Plevin ppi claims

Hi guys. I'm not sure if I'm using this forum correctly as this is the first time I have tried using one. That said - my question is - in todays email MSE said that most people can claim PPI under the new Plevin ruling if they have had PPI since 2008. I need to know it that means 1 January 2008 or 31 December 2008, as I think I paid my loan off during the course of 2008.
