An additional problem is, what if they won't even sign a release form, let alone anything else? The solicitor won't do anything without the other executor's authorisation even thought hey have told them they wish to renounce.

Why do you need a solicitor?

This reads as though the solicitor holds the will and can't release it to one executor without consent from the other.

A stern letter to them saying they need to do this one thing would be a first step.
