It's a farce.
200 ml bottle of liquid not allowed
2 x 100 ml bottles of liquid + 200 ml empty bottle allowed

The Department for Transport does not prohibit the carriage of empty water bottles through security in hand luggage.0 -

And there's nothing to stop anyone from buying a bottle after Security & emptying it for their own purposes.0 -
MSE say you can take an empty drinks bottle through security.
Three people I know had them confiscated from different airports. All of them were actual drinks bottles, not empty bottles that originally sold with water or soft drinks.

I have taken an empty bottle through at many different airports without any problems. They are always empty bottles that were sold with water or soft drink in them0 -
They are probably the same people who think it's necessary to take a small suitcase on wheels onboard as "hand luggage" when all they really need is a book, facewipes and mp3 player.0

Or try to get a bag which is 3cm bigger in all three dimensions through.
I've got a holdall and I carry all my electronics, cables, euro charger plugs, guidebooks, magazines, some food and a couple days of clothing just in the off chance my hold luggage gets lost. Last year, my hand luggage weighed 7-7.5kg. Plus my holdall has my handbag inside. Which I put inside the hand luggage when at the gate! This is a system account and does not represent a real person. It's nonsense. It's not as if flights landing in London don't also come from countries where the rules aren't enforced. In Dubai once I had two 500ml water bottles with me, no problem at all.0
