Graphics card faulty and in warranty but retailer not repairing as "Fault not found"

In the PC in which I used it for until the end of 2016/beginning of 2017 I used a EVGA G2 Gold 850W. It is currently sitting in a machine with an EVGA G2 Gold 750W.
I am not sure what a graphics card shroud is but I haven't done anything physically to the card at all so I would assume no.

the shroud is the cover that houses the fans etc.
Power needs are supplied to the XFX R9 390X by way of a single PCIe 8-pin and a single 6-pin connection, delivering up to 300 watts to the card when you count the 75 watts coming through the PCIe slot. XFX lists the minimum power supply needed for this card as 750 watts, while XFX recommends an 850 watt power supply as the preferred size power supply.

I have seen similar estimates for the PSU requirement for that card. I think those estimates by XFX are on the serious safe side as the total power draw under maximum load generally hits 500W for the whole computer with this card on my computer. I would assume they are accounting for the worst case scenario of many extra components, power hungry overclocked CPU and overclocked 390x and then some spare watts.0 -
