I have recently received a Notice to Keeper in respect of parking at Tesco Beverley for over 4 hours where the limit is 3 hours. The parking was on 07/07/17 and the Notice was received on 29/09/17 some 84 days later. Even though it was well beyond the 14 days specified in the Protection of Freedoms Act and the BPA Code of Practice, Highview still tried to extract £42 from me (reduced from £70) with a threat of £40 extra for debt recovery if not paid.
I submitted a detailed representation to Highview citing all the relevant parts of the BPA Code of Practice and the Protection of Freedoms Act. Highview responded immediately and cancelled the Notice but without apology or explanation.
I wonder how often Highview do this to those unaware of the Code and the Act (and feeling rather intimidated), and get away with it?0 -

Looking at the East Riding's planning applications I can't find any planning permission for the cameras or advertising consent for the signs. Perhaps you may want to ask the council to investigate!0 -

Trouble is that unless someone falls foul of this scamming
industry, they probably will never have heard of POFA or the
BPA and IPC
Such initials can be read in many ways
BPA ... British Parasite Association
IPC ... Incompetent Peculiar Club
It's no wonder the motorist has no idea and the scammers
take full advantage of this0
