Under Stairs Damp

Hi
I have recently bought semi detached house built in 1927.

Under the stairs had a damp smell and did have a lino flooring which I have removed. Under it is about 100mm x 100mm original floor tiles covering the whole area. I have given the floor a good clean and left over night. When I got up this morning the floor tiles looked to have a damp shine to them as if the floor under the tiles is very cold.

There is no central heating pipes traveling though under the stairs so no heat is getting into there.

Any advise on how I can deal with this issue?

I have looked at a low energy tubular heater to get a small amount of warmth into the area, would this help?

Or have I got a bigger problem?
