I was looking at one of my tattoos the other day (one that i happen to regret)
i got it around 12 years ago. It was at a place in Manchester that advertised temporary 5 year tattoos, at the 5 year mark they have faded and gone away completely.
Obviously mine hasn't and is a clear as it was day 1 (bar the standard tattoo fading)
in reality this was stupid spontaneous and my mistake.
But curiosity made me think what consumer rights could have applied? If any, as allegedly there is no such think as a 5 year tattoo.
they said because the needle on partially pierces the skin it doesn't last as long.

One of my friend had a temp tattoo when she was 17, her plan was to see if she still wanted it by the time it faded, if she did she would have gone over to make it permanent, if she didn't then she would just let it go. She is now 32 so 15 years later and she still has the outline, it is very faded and all of the colour from inside has gone but she is left with a patchy outline of something she now regrets. Now is trying to decide whether to have it redone permanent or covered with something she would prefer now. Either way she is not happy to leave it as is.0

Sorry, after 12 years you'd be out of time to make a claim.
But if its any consolation (for being out of time I mean, not for having a tattoo you dont like), you'd have to prove it was foreseeable/they had been negligent. I remember there being a faze of these back around the turn of the century....until they discovered they weren't temporary and then they vanished so its possible that no person in that profession (being held to the degree of care one could expect from a professional in that industry) could have known they were permanent.
If its one of your tattoos and one you happen to regret (implying you dont regret others), have you considered a cover up piece? Depending on the tattoo itself you may be limited to what you could have as a cover up but perhaps its an option you hadn't previously considered? You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0 -
I'm torn between cover up and laser removal.
It's such an awkward shape and location for a cover up0 -

The best advice I ever received to avoid tattoo regret was given to me by an artist when I accompanied my friend to get her first.
He had a repeat client that took his tattoos very seriously, always custom drawn and well thought out, but the one thing he apparently always did was to print the design off and stick it next to his bed for 6 months. If he started to get tired of the design after that long, then there was no way he'd still like it years on!
Best of luck with your removal/ cover up, whichever route you decide to take
