Appointees only manage financial matters and should only be used for people who lack capacity, i.e people unable to budget properly and don't understand bills or are reckless with their money. I'm unsure about just having a appointee because the person finds it difficult talking on the phone, if that person is able to give consent to the DWP for their representative to speak on their behalf that should be sufficient.0

Perhaps an excellent example of difficult communication, would be Stephen Hawking ; who can only control a single muscle in his cheek, but is able to write books, and by some clever editing, appear to take part in a real-time interview.
A trick I found when learning foreign languages, is to have several stock phrases, and answers to potential set questions. When phoning, write down what you might say, so then you are reading aloud rather than talking ; and building with phrases, rather than individual words. It's how automated chatbots work.
Imagine a game of chess, where you think of all the moves you might make, and how the other person might respond, then what you would do back to each of them. It is useful in a restaurant to think of a second choice, so if they have no steak left, you can immediately ask for the fish instead.
"How much are the doughnuts ?"
Over £1 = no thanks
30 p to £1 = I'll have 1
Up to 30 p = I'll have 2
When the price comes back, your answer is immediate, because the thinking is already done.
I do a similar thing when driving up to a green traffic light. I have a position in mind, where if it changes to amber before then, I'll stop ; else I'll ignore it, because it is too late to stop. I don't wait for it to go amber, and then start thinking.0 -
You don't need an appointee if you want somebody to speak to DWP on your behalf. All that is required is that the claimant has the initial contact with DWP to confirm identity and then the 3rd party can take over. It is important to request that DWP note on their systems that this person will call on the claimants behalf, otherwise the claimant will have to speak first every time.0

You need to ask her (you can also ask the DWP if someone is claiming it for caring for you). If she is, and from what you've said you no longer need that level of care, then she needs to cancel the claim.0
