Thanks for the replies...I've booked low cost B&Bs over many years & never encountered anything like this before - I accept I'm not getting the Ritz, but don't expect something that's hazardous to health (which mould is to most people I'd have thought), and I at least expect they'd have washed the linen.
I don't recall seeing any way of contacting them, but both my wife & myself were a bit stressed by things, & (as I mentioned) the only exit was straight onto a main road & it was deluging with rain.
I've read the replies carefully anyway - I'll give ringing the mayor a miss unless I really get stuck, but will I think report them to environmental health.

Reporting the establishment to the mayor and environmental health is a waste of time. That won't get you a refund.
Selling a B&B room is a service. The law says that a service must be provided with reasonable care and skill (for example the room should be reasonably clean). The room must also be as it was described on the website and in pictures.
If the room did not meet those standards, the B&B was in breach of contract.
If you genuinely want a refund, you need to issue a court claim against the B&B for breach of contract through the moneyclaimonline system. That is the only way you are going to get anywhere.0
