Great advice... are you offering to pay for the abortive works and for the OP to get their garden reinstated if it turns out to be the wrong advice? Very generous of you if so.

well a bit more progress today....
emailed the local council who dug out the original plans for the site and they told me i have full permitted development rights which is awesome news.
i also visited the site manager who said its my house so i can do as i please. he said that they have to follow it as to the plan but there is nothing stopping us doing what we please, he said they wouldnt kick up a fuss and he said i could have some paving blocks for the edging from the site for free aswell.

Cats might use the gravel as a litter tray. Our neighbours put gravel down and quickly changed it to paving slabs (they weren't using the area for parking).0

Gravel ..... grrrrrr ....... regardless of the legalities, don't get the whole lot gravelled, please have a paved path to your door .... one day you might need an ambulance crew to take you or a loved one out on a wheelchair or trolley, and gravel is the devil's work in these situations!!! (written on behalf of every ambulance crew in the country!)0
