Parking eye PCN Riverside Retail Park Chelmsford Advise please

Went shopping with the kids, had something to eat at a place there, got in the car and realised baby had a little accident so took her back to Mc Donald's for a change (where she started pouring her eyes so went back to my car to breastfeed her (sorry if too much info but I feel penalised for something I couldn't help and doing mum duties). This is wrong and unacceptable as I couldn't help my circumstances. Have bank statements to prove my shopping in Matalan, Home Sense & Mc Donald's (don't keep receipts). Overstayed by 27 mins and had no option to pay for parking. I strongly believe the amount they ask for is unreasonable as 27 mins parking can't sum to £85 loss for the parking company (no loss at all as is free anyways). The retail park has many shops and 2 hrs isn't enough taking the intended purpose from the parking. I have received a PCN and would like advise on how to deal with it.

Read through the newbies start here thread at the top of this forum, this is the notorious car park where Parking Eye actually pay the landowner to trap and charge victims with parking charges.
You need to do this exactly as advised here, if you google "Barry Beavis" you will see he got a charge here and took it all the way to the supreme court and lost.0 -
Add a couple of extra paragraphs to the blue text template initial appeal from the NEWBIES FAQ sticky, post #1.Please note that an occupant of the car was a breastfeeding mother. The unplanned overstay at the car park was the direct result of the infant demanding food and being fed in the car immediately before exit. The Equality Act 2010 requires additional adjustments to be made for breastfeeding mothers, and additional time within the car park would be one such reasonable adjustment.
A second paragraph paragraph to say:The occupants of the vehicle were genuine customers of businesses serviced by the car park and enclosed is a copy of the bank statement with details of expenditure made at those businesses.
Add a (redacted) copy of your bank statement to prove genuine patronage on the day.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Could you please post the link of the letter I need to send and more details as to what I need to do exactly? Who to send it to? I've heard I should never give details of who the driver was and not appeal but challenge or complain, is this right?

I have messaged matalan via Facebook and here is there response;
Hello Victoria, I am sorry to hear that your visit to our Chelmsford store has been turned into a poor experience following the receipt of a Parking Fine.
As with a large number of retail parks across the UK, there is a parking system in operation at this store. The parking system is in place to ensure that the car parks can be accessed regularly by our customers visiting Matalan stores.
I can understand your frustration and disappointment that you have received the fine. If you feel that the fine is unjustified, please appeal to the car parking company that issued the fine; for example Smart Parking , Parking Eye or UKPC, and follow their appeals process. The appeal process can be found on the parking charge notification. However, If we can help, we will aim to support this appeal using your Matalan reward card for information of the visit.

I've already given you the information on where to find it, as has fisherjim - we don't give links to threads you are going to have to use, otherwise you'll never know how to search and find across the forum.
The NEWBIES FAQ sticky, post #1 only at this stage, tells you how to deal with it. We have literally hundreds of new cases every week, all asking the same questions, over and over again. There is a very small team of volunteers (less than a dozen on a regular basis); it's impossible to type all the necessary detail out dozens of times each day. That's why Coupon-mad, the most knowledgable person on fighting private parking charges in the country, very cunningly wrote the self-help thread - the NEWBIES FAQ sticky.
You use the template from it 'as is'. And I've written the two additional paragraphs for you. We do this 'for free'. The alternative is to pop yourself along to your local Solicitors where they will do everything for you - at a minimum of £300 per hour.Who to send it to?

Go to the newbies faq thread as advised in #2 to read up on the process you are involved in and see the template letter mentioned in #30 -
