We had our mains replaced last year and as part of the checks when the work was completed National Grid needed to check that all the boiler and gas fire pilot lights were OK and until they had access the incoming valve was switched off.

I suspect that after the streetworks the system was turned on, as would be expected, to check everything and OP is blaming NG for not turning everything off again.

Nope.
National grid were really helpful during the works. They said I didn't have to grant them access but it would be helpful if I did. If I had been completely unavailable (for example working away) they just would have come back when the property was occupied, they said. So I did the favour they asked for because I could. Of course they had no idea an hours access would cost me so much and nor did I. Even so would do it again to be honest because it isn't Ngrids fault.0
