advice please - failed to display blue badge

Unfortunately an elderly relative was in a vehicle that parked in a disabled bay in a car park run by VCS. Whilst they bought a ticket they forgot to display their blue badge. A NTK was issued within 14 days asking for 60 pounds rising to 100.
The signs near the disabled bays mention parking for blue badge holders but they do not say that it must be displayed although the main sign at the ticket machine does mention this. Prior to reading these forums an appeal was put in stating the relative was not the driver, and the closer signs do not state a requirement to display the badge. This appeal was turned down due to not being the driver.
My question is: what is the likely outcome of not paying the charge. I understand that most do not go to court but if it did am i relying on finding other technicalities to try and win by or is the lack of local sign stating a requirement for displaying blue badges and none legal nature of blue badges on private land (as i understand it) likely to be sufficient.

Everyone is politely asked to read up on this in the newbies faq thread before starting a new thread
There you will learn all tickets go through the same process from issue/initial appeal/second appeal/debt collectors/court (if the PPC decides to try it)
if you simply don't pay there will undoubtedly be some repercussions! Don't ignore it and don't reveal the driver

Thanks for the reply, I have read through posts, but doesn't seem to be definitive answer just an opinion that blue badge should not be needed. I couldn't find a legal result to confirm it I was trying to help my relative decide whether they should pay up the 60 pound while they can or put up with the stress knowing they are likely to succeed and prevent the car park firm more blackmail money. Currently trying to find car park owners. It doesn't belong to one shop it is a
village car park.

This appeal was turned down due to not being the driver.
They are surely not saying that the badge holder should have been dropped off at the front door, then left propped against a wall while the driver went away to park ?0 -
Just to clarify - The company was vehicle control services and the appeal was turned down because it was the keeper that made it and they said they would only accept appeals from the driver.

You are dealing with an IPC ppc.
Read up in the newbies FAQ thread and you will see any appeal to IPC companies is futile
Now you are in the debt collectors stage (all explained in the FAQ)
If they do proceed to court action against your relative come back at that time for advice on defending. They have six years to take this to court0 -
