Appealing parking ticket - BPA member asking for driver

I used your excellent newbie advice to appeal a parking ticket on my motorbike 'not in a marked bay' at the Arena Shopping Centre. Ticket issued 12th July 17.
"Park Watch" a subsidiary of "Defence Systems Ltd" and a BPA member, responded to my initial appeal thus: (by email 16th August)

Without prejudice, at this stage we are currently perusing the driver and an appeal should only be submitted by the driver of the vehicle on the date in question.
If you wish to transfer the liability, please respond by return letter with the driver’s full name and full address.

I haven't received a NTK - should I wait until I do to proceed, or respond somehow to this email? I'm not going to name the driver, I presume.

if an NTK arrives , use the appeal from the NEWBIES sticky thread, as keeper, so again
in simple terms , your current stance as keeper is
"well FRO and contact the driver then (who shall NOT be named) , and leave me (the keeper) , ALONE"0 -
I would complain to the BPA that this member is saying that a keeper can't appeal. IMHO at windscreen PCN stage there is no reason why a keeper can't appeal.

Park Watch have now written to me at my home address, having got my details from DVLA, with a "Reminder Notice" (though it's the first letter I've had), in which they invite me to pay as the registered keeper or shop the driver.
It doesn't actually spell out "Notice to Keeper" but I guess it must count as a NTK?0 -
Yes that's the NTK, but as the keeper has already appealed, either they have lost the original appeal, are ignoring it, or pretending they never received it.
I'm assuming you never received a PoPLA code. If that is the case then you should complain to the BPA, the DVLA, and your MP that the keeper appealed but didn't receive a PoPLA code. Include a proof of your appeal with your complaint.
You should also complain that they have deliberately tried to mislead you by stating that only the driver can appeal.

When these muppets joined an ATA, they did so to enable them
to get details from the DVLA which is the registered keeper info.
They are not entitled to driver information and there is no obligation
to give the muppets this info.
The DVLA don't even know who was driving, so why give this to
scam muppets

Do motorcycles have "drivers", or do they have "riders" ? If the latter, the name of the driver cannot be known by anyone, least of all by the Registered Keeper.
Unlike a car, an unchained motorbike is easily moved by a few big blokes ; so that could easily have been done by pranksters, or even the parking agents.
I think, 'not in a marked bay' should come with photos of where it was ; perhaps very close to marked bays.0 -

Also, on a working note; I found out today that someone on the estate tickets the cars - NOT P4 Parking!. Whether this be commission based is unknown; but my car has a dash cam and I left it recording overnight and saw at 2am, someone issuing a ticket... in their dressing gown.
Video will be shared if possible (how?), is it even legally possible for a private parking company to employ someone with a vested interest to give tickets to cars arriving?0 -
