Forgot To Change Logbook

Hey all,
just after a little advice as i have been landed with a £300 bill from Marston. It is over a traffic contravention that happened nearly a year ago.
At the time of the contravention the original PCN turned up at the address that I was not living at because I had not updated my most current address with the DVLA in time.
I called the council who is the originator of the PCN and proved to them my actual address with the logbook & tenancy agreement and they said they would look at getting rid of the martson charges and just charge me with the original PCN of £65.00 and an extra £13.00 for applying to court,
I then receive an email with attachment which reads....

Penalty Charge Notice:
Date of Contravention:
Vehicle:
I acknowledge receipt of your letter received on 2016 in relation to the above Penalty Charge Notice.
Whilst your evidence does confirm you moved out of the registered address in 20??, I must point out that the contravention occurred on 2016 with an application being sent to DVLA in order to obtain the registered keeper details at that present time. The registered keeper details held on record by DVLA confirmed the address of ?? Uknown Avenue….”
In accordance with the legislation Parking Service operates under, our statutory documents are required to be served via 1st class Royal Mail post. As such, the PCN and other related documents must be sent to the registered keeper address details as provided at the time by the DVLA. We do have processes in place to track and monitor documents that are returned as “undelivered” to us by Royal Mail.
If this occurs on two or more occasions, we then will send a second application to DVLA as a measure to ensure we have the upmost current registered keeper details. I confirm no documents to have been returned undelivered as such; there was no requirement to re-apply to DVLA.
Please be advised the register keeper of a vehicle has a legal obligation to advise the DVLA immediately if they change address, failure to do so can result in a fine.
In addition, it is not unreasonable to expect that when a person moves property that they make provision for their mail to be directed from their old address to their new address, as an interim measure while the necessary address changes are made to official documentation. I must advise that the council is not responsible for issues that arise if this provision is not made.
As your address details were not updated and the case passed through the statutory enforcement process, it was subsequently passed over to Merton’s Enforcement Agents which an increased charge applied. Unfortunately you remain liable for the Enforcement Agents fees in addition to the PCN amount. Please contact the enforcement agents directly in order to arrange settlement of the outstanding balance.
Please be advised your case has been given the best consideration possible in line with Parking Services procedures as such, any further correspondence received may be filed without response.

Am I bascially stuck with paying £300- is there nothing else i can do? This is bit of a hefty payment to make over a traffic contravention and wouldnt you agree its a bit harsh?
£300 for a genuine mistake?
Any help or a point in the right direction would mean a lot,

I think you can file an Out of Time notice stating officially, that you never received the NTO, so never had a chance to appeal, and in addition the Council on the phone created a reasonable expectation/promise, that your case could be reset to appeal stage at £65.
