Peeling and chalking paint

Can anyone recommend a primer for internal walls... we have a small patch where the paint chalks off, and two other patches where the paint peels off after about a year. I don't think we have a damp problem, I think it might be something they have previously used on the walls. Any advice would be great before we start painting again!

It sounds like a bit of damp to me.
If it's something they've used then perhaps sanding back would be the cheapest and most effective way of dealing with it before repainting.Everything that is supposed to be in heaven is already here on earth.

I've had someone take a look and they don't think it's damp, we have been here 4 years and there's no smell/it doesn't feel damp. When we sand down the wall it all stops - repaint the wall and within a year it's either peeling or chalking- really odd!! That's why I'm wanting to try and prime the wall first and see if it happens.0

Then try a coat of watered down emulsion or watered down PVA first, then apply emulsion as normal. That's the 'primer' for bare plaster.0
