IHT400 form issues

I downloaded the latest IHT400 form here:

The exact link it takes me to is here:

It seems impossible to answer "No" to question 16, and "Yes", to question 22.
When you set "Yes" in 22, it changes your earlier answer for 16 (and vice versa). They are inexplicably linked, and the form forces you to set them to be the same value.
However - the questions are in no way related, and I need my form to have different values.
How has this not been picked up? Amateur hour at the probate office.
These forms are trying enough, without nonsense like this.

p.s) My current plan is to print these bits and do them by hand
p.p.s) I have called the probate office about it, but they dont seem to be especially interested. In fact, the guy wasn't even able to find the question because he was looking at an October-2016 version and was fairly new to the role. Do'h.
