    Don't know. I also don't know if they'll allow you to work on the car (check the Ts & Cs), but I suspect not. And if they do, they may expect you to have public liability insurance.

    If you don't insure the car, you do run the risk that, if your car self combusts and a fire damages other cars or the car park itself, you may be liable for potentially high damages.

    The risk is very small but I'm not sure it is one that I would take.
