As far as I know for existing credit card holders by invitation. 2.9% APR on new purchases commencing 5th September 2017. I clicked the "Activate" link in the email I received from Lloyds Bank out of the wide blue yonder and that was it. The resulting web page stated
Dear *** Censored ****, you've successfully opted in to receive 2.9% p.a. interest on purchases for 6 months which starts on 5th September 2017.
If you have any questions about this offer, please call *** Censored ****
Only customers that directly received the original email from Lloyds Bank are eligible for this offer. Please keep the email for your records.

A good deal for me personally.

I received the same email, however since I'm on an introductory rate of 0% on purchases until March 2018 it would be a terrible deal for me.

There might be £25 in it for you with a complaint.

I didn't activate the new rate so no harm done and no need for compensation but I have contacted Lloyds to make them aware this is going out to customers who are already on a better deal and the response from them was...
'Can you provide us with more details of the email you've received please, as we're not aware of any offering a 2.9% rate?'

Just mean I won't be going down the complaint route mentioned above for £25, I just wanted to point out that this 'offer' has been sent to people for whom it represents a worse deal that they are currently on.
