It sounds like the accommodation is not suitable for you. Children are allowed to run around, you can't stop that.
I'm horribly sensitive to noise so I am sympathetic, but I accept it is my problem and it's not for others to avoid living their normal lives to placate me.
Have you looked at ways to block or lessen the noise? A white noise machine may be helpful, or having the radio on in the background.0 -
Children run around and play, it's in their nature. Can you ask for a top floor flat? You have a two bedroom flat, is there any way you can change the rooms, i.e. make a bedroom a living room, make the room which is quieter during the day a living room.
Can you wear headphones, not ideal but may help. Do you have smart tv, you may get Bluetooth or cordless headphones.
Have you tried to do a swap for another council property?0 -

Sadly, a ground floor flat is always going to be a noisy flat :-(
People living in an upper floor flat will inevitably have to walk through their flat, will use vacuum cleaners, washing machines, televisions and music centres. If a family is living in an upper floor flat, this will mean that children will run and jump - not to be noisy, but just the sheer exuberance of living. Even with carpet on the floor there will be noise of some sort. It's not necessarily being ignorant or disrespectful of other tenants it is just life. You say you should not have to wear headphones to drown out noise - but it is also unreasonable to expect a family to go on tiptoe all day and every day.
It is unreasonable to play loud music/television after say 10.30, or to use a vacuum cleaner before 8.00 or after 10 - but otherwise it does have to be a case of live and let live.
I know that this is little comfort to you and in your circumstances I would be investigating a swap with someone in sheltered housing - but be aware - there can be more problems with noisy OAPs too.0 -

Whether you should have to or not, if it relieves the stress and gives you a bit of peace and quiet then why would you not at least give it a go for the sake of your sanity? If you can't change other people's behaviour then the alternative is to change the way that you react to it.All shall be well, and all shall be well, and all manner of things shall be well.

I got a download off Amazon, called Ocean Waves. It helped to dilute the noise, not with headphones.0
