No credit rating

I moved out about a year and a half ago, and at the time I looked into my credit rating, only to find it was empty (noodle.com). I tried getting one of those credit building cards ( I think it was Barkley card) but was declined, and as I didn't want to go around getting declined and negatively impacting my credit score, I didn't apply for any others. I was recently looking into getting a fairly small but reasonable loan ( around 3000), which online calculators said that I would easily be able to afford the relpayments of, However my bank told me that they didn't think I would be able to grant me one based on their information on me (It wasn't a hard check, as I hadn't actually applied). I checked my noodle account and it said they still didn't have enough information to form a credit score. In the past year and a half I have been paying rent, bills, taxes etc. And have never once been late or missed a payment. How the hell am I supposed to build a credit rating if I can't get credit, and they seemingly don't take into account my record on fulfilling my obligations?
I don't really want to borrow, but it's infuriating that when it would really help, I can't.
Any advice?

    Paying your rent and paying your taxes will not be reported to CRA's. Paying your bills should be.
    Do you have a contract mobile phone? Home broadband? Home telephone? Do you pay gas, electric and water bills?
    The account that you have with your bank. Is it a current account? Are they reporting it? It is odd that your own bank would have told you that they have insufficient information on you to grant you a loan. Presumably your income is paid into this account? Presumably the money used to pay your rent, bills and (non-PAYE) taxes passes through this account? Did the bank not indicate what additional information on you they required?

    Are you on the electoral roll? If not get yourself on it.

    You need to get some accounts that are reportable and show a history of paying them on time. A mobile phone is a possibility.

    Apply for a sub-prime credit card, use it every month, stay well within your limit and repay it in full and on time each month.

    Regarding the Noddle issue it looks like they cant verify your identity, just an idea.

    No 1 else can see your score/rating, lenders see your credit history.

    Your doing everything right.

    Get your report from clearscore and mse club, 3 agencies altogether and thats the other 2.
