Uni parking appeal

Hi,
I've read the sticky but unfortunately it doesn't quite apply to me as I stupidly sent a panicked appeal to the NTK confirming I was driving. I received a ticket from this company while parked outside my halls of residence as I'd driven to collect my stuff at the end of the year. I sent an appeal appealing to their better nature etc, pointing out that others haven't been ticketed for parking in the same spot, disputing any loss (other parking spaces available, after the end of the academic year)
They claim not to have received the appeal I submitted online through their appeal website (I have email proof from their sales team saying no appeal received), and when I rang their payment line to check the number disconnected. I had the letter printed and sent by signed delivery which has been received.
From reading, I expect that should they decline the appeal I'll receive a POPLA code. At that point, I plan to complain both to my university's estates manager and my own faculty (who I'm aware have intervened on similar issues and appear to relish having a scrap with the main uni administration) and ask them to have the charge cancelled. Should that fail, does anyone have advise on how to deal with POPLA given I've already admitted I was driving? I'm aware POPLA don't typically accept appeals based on extenuating circumstances, which was the majority of my appeal to the parking company.
