Does anyone know if these are enforceable? It is for parking over the "maximum 1 hour free parking" at a shop car park in Ballymena.
It was a genuine mistake, although this is no excuse I know. I thought as long as i shopped in the shop that I could park there over the hour. In total, I was parked for 1hr 42mins 50secs.
It does not state that the letter is from the Dept for ?Infrastructure? here or whoever deals with parking contraventions here. There was no ticket left on the car at the time, just the letter arrived today with camera evidence of my parked car and times and dates. The letter states that failure to pay may result in Civil Enforcement Ltd forwarding my account to a debt recovery agency and I may then incur additional costs.
The letter states that £90 is due within 28 days, or £45 if paid within 14 days. Payment by debit or credit card to https://www.ce-service.co.uk, or cheque to Civil Enforcement (Creditor) posted to Civil Enforcement, Horton House, Exchange Flags, Liverpool, L2 3PF, or payment by phone to 01158225020.
Any and all advice appreciated in advance.

Was this at Texaco where the Co-Op is? If so I got one from there. I ignored it.
Do not reply, do not acknowledge. They can do nothing. They stop writing after two letters. Those letters are designed to look legitimate, with the obvious intention of scaring you into paying money, but in reality they are actually worthless. The firm in question - (if it is the same one at Texaco), are based in Liverpool. Just scummy chancers.
PCNs are not enforceable. Its only authorised traffic wardens who can enforce a parking ticket.0 -

However, for the most comprehensive and up to date information on challenging private parking tickets anywhere, you should consult the Newbies Sticky in the Parking Tickets subform here in Motoring.
However, complaining to the retailer or org serviced by the car park is also a good way to kill a ticket with least fuss but if you feel to the need to contact a PPC, ensure that you never, never identify the actual driver - Always couch communication in terms of the Registered Keeper.0 -
Thanks everyone for the replies. Yes, Zola, it's the one on Broughshane Street at the Co-Op, I think it's a Texaco filling station. I had my elderly mother with me, she is not terribly mobile and uses a trolley thing to help her walk. She needed the Post Office and there was a queue on a Friday morning and then she needed groceries and then I needed to get groceries for myself. I was certain the sign outside said that car parking was for customers only and I didn't see anything to say there was a one-hour limit.
I think I will risk not paying them, and avoid all contact and see how I get on.0 -
Good - Just remember you will get a succession of ever more scary and hysterical letters from the PPC and later a shonky debt collector for anything up to the next year and maybe repeated again a couple of years down the line too. They all mean nothing at all - but if you need any help or reassurance, do come back to the Parking Tix forum where we have probably seen it all before.
The only thing you do not ignore are properly issued, stamped and dated court papers but in NI, instances of these happening are exceptionally rare indeed and nonexistant where the driver remains unidentified.0 -

'Someone' in my family got a similar ticket 3 years ago. We ignored all of the letters and eventually they stopped. Then last week, after about a 2 year gap, another one came in offering us settlement for £99. I will of course ignore, but strange they have started with the letters again after such a long time. I feared they had new powers but I assume not0
