Repairing ceiling from leak in the flat above

I'm wondering if anyone can help me - I have lived in my ground floor flat for three years. The flat above me has had problems with their boiler(electric). In the first case I noticed marks to the ceiling of my airing cupboard as well as the cupboard behind this one(my only storage in the home) their flat is laid out exactly the same as mine so I knew there was an issue with their boiler. I spoke to the neighbours who were extremely helpful and between us we got onto their letting agency who sent our a plumber to repair their tank. A few weeks after it was repaired I had my ceiling repaired(stain blocked and painted)by a painter and decorator, who just happens to be the father of the man who owns the letting agency.
A couple of months later, marks have reappeared. I immediately got onto the letting agency and let the tenants upstairs know too. They sent a plumber around a day later who concluded that the boiler would need to be pulled out and repairs need to be carried out possibly underneath the flooring. I had to contact the letting agent 5 days later because they hadn't done anything with this information. Anyway after they prompted the landlord for approval of the work to be done, one day later the plumber has been and repaired the leaks.
My ceiling by now in both cupboards is wet, mouldy and it's smelling. There is a small drip coming from one area and the water marks are also coming down the walls. The plumber had a brief look at the damage and said that the letting agency(who they work closely with) will come to stain block the ceiling again in a few weeks and that I should get a dehumidifier to clear the damp faster. I am not very happy with the plasterboard ceiling being stain blocked again. It's smelling and unpleasant, I'm sure this will improve once it has dried but after it's been stain blocked already and it's looking quite a mess, I would like the ceiling replaced properly.
Being a single young female living alone, I don't really know where I stand. My dad is a builder and thinks they should replace the plasterboard on the ceiling.
Do I have a leg to stand on, what do I do!?

    You should be making a claim against the insurers who cover the upstairs flat to make good the damage.

    I guess that would be the company who covers the buildings insurance, as we're in flats we only have contents insurance.
    Just to confirm, the letting agent will pay and organise the work to be done and I'm happy for that to happen, I just want it to be done properly and not just a 'quick fix'
