PCN for stopping on a Red Route

Hi All,
Have a received a PCN for stopping on a red route a while back. I stopped within a red dashed box, but outside the allowed 'loading time' of 10am - 4pm, and within the 7am - 7pm restriction time.
Have checked the highway code, and it states that you may not stop to park, load/unload or alight/board other than at the time described, however I had my engine running for the duration and must have been stationary for about 45 seconds.
I suspect there's nothing I can do about it, but just wanted to check whether being stationary briefly constitutes 'parking' for this purpose, and whether it's worth appealing.
