I would say that it looks as if - between G_M and myself we've probably given OP enough to ensure they don't have to pay:
a. Any further back than 6 years ago - courtesy of statute of limitations G_M mentions.
b. During the period between October 2016 and March 2017 (ie the last paragraph I highlighted of the Ofwat link).
I think that should just leave a concern about how to deal with the previous owners debts for the period August (?) 2011 to September 2016. That reduces the bill OP might be liable for down rather.
Leaving the question as to whether OP can manage to find a way to get the vendor to pay their own debts for the period Aug 2011 to Sept 2016. I can't say I feel too hopeful about that time period - given that OP says the house is a repossession - and so I'm guessing there are a queue of people trying to see if they can find a way to get money owed out of the vendor.0 -
