    The neighbour consultation for a 'Larger Home Extension' is very different to any other type of planning application.

    It is a permitted development application and therefore the local council have no authority over the decision if PD rules are followed and unless a neighbour objects. The rules have been relaxed until 2019 to allow the 'larger' element however this is with the condition that the neighbours are consulted.

    If a neighbour is not happy then the person would need to stick with 3m (attached) 4m(detached) - no consultation required. Or apply to the council under a full planning application - providing evidence that the neighbours objection was not substantiated. Or as in the OP situation reapply and hope for no objection.
