I am an EDF Dual Fuel customer and have just changed tariffs from Blue Price Promise, to their new Onlinesaver. My monthly DD immediately dropped by £9.00. It's completely paperless and I don't have a smartmeter: I send regular readings via their excellent website.
I think this job really needs
    a much bigger hammer.

i just asked for a billing meter but it was more expensive than prepayment by a penny on gas....is this right?

Yes this is right, prepayment meter prices were capped earlier this year which means they are cheaper than the standard variable rates on a "billing" meter at the moment.
Have you topped up your meters much over the summer??, It is a common issue that people don't top up much during the summer on there gas meters and the top ups are swallowed by the daily standing charges.

Despite the changes PP meters are still not the cheapest option, for example, based on the usual caveats, ie average consumption etc, the cheapest dual fuel tariff on direct debit is nearly £200 a year cheaper than the cheapest PP one.
